This proposed legislation would broaden the definition of electrical work to include the installation of information transport systems. It establishes requirements for the licensure of contractors and technicians involved in the information transport industry, and the permitting and inspection of installations. Information transport systems include communication systems which include an electronic and/or structured cabling component beyond the utility service point. Typically these systems include telephone, audiovisual, sound, public address, intercom, radio/television, antenna systems, and data communications systems. The legislation also expands the electrical board to include a seat dedicated to a representative from this industry. |

This act creates the Missouri Electrical Licensing Board to regulate and license electrical contractors. The act creates a statewide license for certain electrical contractors. The act does not apply to employees of an electric, gas, water, or railroad company, contractors who service the construction and maintenance of power lines or substations for an electrical utility, telecommunication company, radio or television broadcast stations, commercial mobile radio service providers, broadcast engineering contractors, and contractors who work with cabling infrastructure. |

This bill requires the Board of Public Utilities, in consultation with other appropriate State agencies, to establish minimum efficiency standards for certain televisions that are either manufactured on and after January 1, 2011 but before January 1, 2013, or that are manufactured on and after January 1, 2013, and that are sold or offered for sale in this State. The bill would not apply to televisions manufactured in the State and sold outside the State; televisions manufactured outside the State and sold at wholesale inside the State for final retail sale and installation outside the State; televisions installed in mobile manufactured homes at the time of construction; or televisions designed expressly for installation and use in recreational vehicles. California regulators approved the nation's first energy efficiency standards for televisions in 2009 and the standards in this bill are based upon the standards approved in California. |
