Issue:

The California Energy Commission presented a proposal imposing mandatory regulations and controls on the power usage of all televisions sold in California.

This would have a significant impact on the high-performance televisions sold and installed in the residential electronic systems industry.

California Energy Commission staff proposes that the Energy Commission adopt television standards that include:

  • Two tiers of efficiency standards for televisions in active mode
  • A revision of the existing standby mode standard to reflect technological advances
  • A requirement that televisions meet a specific power factor standard

The proposed Tier I and Tier II standard levels, if adopted as proposed, will have a significant impact on the types of high-performance televisions CEDIA members can sell and install in the state of California.

How this will impact you and your business:

  • Limits California consumers' choices for large screen televisions best suited to home theater environments
  • Hurts retailers large and small by restricting television model diversity in California stores
  • Renders 25% of television sets currently selling in California as non-compliant, leading to higher costs and lost sales
  • Undermines the Environmental Protection Agency's nationally recognized and widely accepted ENERGY STAR program (www.energystar.gov) in California and nationwide

Background:

On December 15, 2008 the California Energy Commission's Efficiency Committee held a second public workshop to seek comments from industry, stakeholders, and the public regarding draft appliance efficiency standards for televisions in the active mode to be considered as possible ammendments to the Appliance Efficiency Regulations (Title 20, California Code of Regulations, Section 1601 through Section 1608).

CEDIA provided testimony at the workshop on the potential impact the mandate would have on the residential electronic systems industry in California. CEDIA continues to work with other industry stakeholders and the California Energy Commission on this issue.
