Manufacturer Responsibilities under Minnesota’s Video Display Device Recycling Law

Minnesota has a new law requiring manufacturers of household video display devices (VDDs) to collect and recycle them:  computer monitors, televisions, and laptops. 

Regulated VDDs include all televisions, laptops, and computer monitors with displays larger than 9 inches, measured diagonally.

Manufacturers of VDDs must register with the Minnesota Pollution Control Agency and pay a fee to the Minnesota Department of Revenue based on the collection and recycling of VDDs from households/consumers in Minnesota.  This program began on July 1, 2007.  Manufacturers must meet annual targets for collection and recycling of covered electronic products, based on their sales of VDDs to households/consumers in Minnesota.  Manufacturers must collect and recycle or arrange for the collection and recycling of VDDs. 

The law specifically addresses video display devices sold to Minnesota households.  It does not address business-to-business or institutional sales. 

Under the law, a business is considered a manufacturer of VDDs if it makes products for sale under its own brand, or has others make products for sale under its brand.  A business that makes components is not regulated under this program.

Implementation Timeline:
July 1, 2007: Manufacturers begin to collect data on consumer sales of VDDs in Minnesota. Manufacturers also begin to collect and recycle electronics from Minnesota households.

August 1, 2007: Collector and recycler registration deadline

September 1, 2007: Manufacturer registration deadline

September 1, 2008: Manufacturer reporting deadline

Manufacturers of VDDs must register with the Minnesota Pollution Control Agency by September 1, 2007.

  • Manufacturers:  Company contact information (including Minnesota tax ID), billing contact responsible for paying fee to state of Minnesota, and list of manufacturers’ brands currently sold in Minnesota.
  • The Minnesota Department of Revenue handles payment of the “E-waste Fee.”  For assistance, call
    (651) 282-5770.
  • Manufacturers require a Minnesota State Tax ID.  Get one online or call (651) 282-5225. When registering, select the “E-waste Fee” from the list.
  • With a State Tax ID, manufacturers can pay the “E-waste Fee” online:  and click “Make a payment.” Call the Department of Revenue at (651) 282-5770 for assistance.
  • Manufacturers with an existing State Tax ID should call (651) 282-5770 to have the “E-waste Fee” added.  Then you can pay online or be invoiced.
